Default Heating tank problems

Hi All:

Just got a pair of two month old Dendrobates leucomelas dart frogs yesterday from the Black Jungle. Lucky for me they are located two miles from where I live. Un-lucky for me they are closed on Sunday so i cant call them up with questions. I have a 20gal tank set up with a Hydra Farm temperature controller and a large Exo Terra heat pad. I followed the instructions and set the temp control for 75. The humidity is 99% but the temp controler continuse to run and will not go any higher then 72.1. I placed a thick towel underneith to try and insulate but this made no difference. Thanks for any help. Catfish
